Sir:
I am directed by Secretary Sir E. Grey to
transmit to you herewith copies of telegraphic
correspondence with His Majesty's Consul-General at

Shanghai relative to the stopping of certain
telegrams despatched by Mr.C.Arnhold to his brother
in Shanghai.
It would appear from Sir E. Fraser's telegram
No.102 that this correspondence has been intercepted
by the Censor at Hongkong.
Messrs Arnhold have as you are aware now been
recognized as a British firm and have by accepting
a supervisor appointed by His Majesty's Minister at
Peking to control their business in China and by
other means given evidence of their intention to
